Manager/Senior Manager, Community Mobilisation

We are looking for a Manager/Senior Manager, Community Mobilisation to strengthen HCSA's organisation-wide capability to mobilise these resources in support of our mission.

This is not simply a volunteer management role. You will be a builder, connector and mobiliser, developing strategies and opportunities that bring together individuals, corporates, professionals, community groups, educational institutions, churches and other partners to create meaningful social impact.

Key Responsibilities

Community Mobilisation Strategy

• Develop and implement HCSA's organisation-wide Community Mobilisation strategy, priorities and roadmap.
• Establish frameworks, standards and practices that strengthen community and volunteer mobilisation across HCSA.
• Build organisational capability and encourage shared ownership of community mobilisation across programmes and functions.

Partnerships & Community Engagement

• Build and deepen strategic relationships with corporates, professional networks, educational institutions, community groups, churches and other community partners.
• Develop new pipelines of volunteers and community partners while strengthening engagement with existing partners.
• Identify cross-programme and organisation-wide opportunities for collaboration and community participation.
• Represent HCSA at relevant community, corporate, volunteer and sector platforms.

Skills-Based & Professional Volunteerism

• Work with programme and corporate teams to identify organisational needs that can appropriately be supported by external skills and expertise.
• Develop meaningful skills-based, professional, project-based and pro bono volunteering opportunities.
• Match volunteers' skills, experience and interests with HCSA's needs.
• Develop networks and pools of specialist capabilities that HCSA can draw upon.

Volunteer Experience, Systems & Impact

• Strengthen the volunteer journey, including onboarding, orientation, engagement, recognition, retention and exit.
• Ensure appropriate policies, governance, safeguarding, confidentiality and data protection practices are in place.
• Strengthen the use of HCSA's Volunteer Management System and community-engagement data.
• Develop meaningful measures of community mobilisation, moving beyond volunteer numbers and hours to demonstrate the capacity, value and impact created.

Organisation-wide Collaboration

• Work closely with programme teams and partnership staff to coordinate and strengthen mobilisation efforts across HCSA.
• Partner with Philanthropy and Strategic Communications to integrate community participation, partnerships, communications and giving.
• Serve as an internal consultant and catalyst, helping teams explore how community capabilities can augment their work.

What We Are Looking For

• Typically 6-10 years or more of relevant experience in volunteer engagement, community mobilisation, community development, corporate volunteering/CSR, partnerships, stakeholder engagement or related fields.
• A relevant tertiary qualification or equivalent professional experience.
• Demonstrated experience in developing, redesigning or strengthening volunteer, community engagement or mobilisation initiatives.
• Strong stakeholder engagement, relationship-building, communication and project management skills.
• Ability to work across multiple teams and influence stakeholders without relying on formal authority.
• Ability to translate organisational needs into meaningful opportunities for community contribution.
• Strategic and systems thinking, coupled with a hands-on and execution-oriented approach.
• Strong interest in using data and outcomes to understand and demonstrate impact.
• Experience in skills-based volunteering, professional/pro bono engagement, Volunteer Management Systems, CRM platforms, data analysis or impact measurement will be an advantage.
• Experience in the social service, non-profit, community, faith-based or purpose-driven sector will also be advantageous.
