Manager (Curriculum)
chandler governance group
Job Brief & Responsibilities
Chandler Governance Group (CGG) is looking for a Manager (Curriculum) to design, develop, and manage the creation of curriculum and learning content for the Chandler Academy of Governance ('Academy'), which is the training arm of CGG.
To perform the role well, the candidate will need to take ownership of curriculum and content development both directly and through external collaborators. This includes personally developing proprietary knowledge products for the Academy - such as curriculum materials for the Academy's training offerings (e.g. customised case studies, teaching slides, simulation games, etc.), training tools (e.g. facilitation guides, teaching notes, online learning objects, etc.), and other knowledge pieces (e.g. practice guides, toolkits, etc.) to support the Academy's various workstreams- as well as overseeing external experts, consultants, and vendors engaged to produce more specialised or large-scale content.
This involves managing the full development cycle, from design and scoping to production and delivery, and ensuring all outputs align with the Academy's pedagogical standards and learning outcomes.
Some of the specific job responsibilities are listed below:
- Design and develop proprietary curriculum materials directly – such as case studies, teaching slides, simulation games, facilitation guides, and digital learning objects – including scoping learning objectives, structuring content flow, and coordinating production and review cycles.
- Lead and project manage the end-to-end development of curriculum and learning content. This will involve coordination of the different developmental workstreams across various partners and stakeholders to ensure timely and high-quality delivery in accordance with project milestones.
- Oversee the design and production of online learning content, ensuring alignment with adult learning principles and CGG's pedagogical model. This includes working with Learning Management Systems (LMS), authoring tools (e.g. Elucidat), and SCORM standards to create engaging and interactive digital learning experiences.
- Manage relationships with external experts, consultants, and vendors, including identifying suitable partners, overseeing deliverables, and ensuring quality and pedagogical coherence with CGG standards.
- Review, edit, and quality-assure materials developed by external contributors to ensure consistency in tone, structure, and instructional quality.
- Maintain and update the Academy's repository of curriculum content, case studies, and digital learning assets.
- Track emerging training needs and curriculum gaps based on feedback from participants, trainers and partners, and recommend updates or new content development priorities.
- Contribute to the preparation of presentations, proposals, and reports relating to curriculum development for senior stakeholders and partners.
Experience
The candidate should have at least 4 years of relevant experience in curriculum development, instructional design, or adult learning, ideally within the public service, higher education, or professional training contexts.
They must be equally comfortable developing curriculum content hands-on as well as managing external experts and vendors to produce content. Experience in coordinating multi-party projects or outsourced content development workflows is essential.
The candidate must have hands-on experience in curriculum development for online learning, including designing or developing digital learning modules using common authoring tools, managing content on learning management systems, and applying standards such as SCORM to ensure interoperability and learner tracking.
Skillsets & Aptitudes
The candidate must possess strong intellectual and analytical capabilities. He/she will be required to grasp concepts across a wide range of topics, draw connections between and synthesise ideas, and articulate these cogently in writing.
In that regard, native fluency in English (written and spoken) is essential. You will have to develop knowledge and curriculum products (e.g. case studies, practice guides) to a high standard, as well as communicate effectively with internal and external partners.
In addition, the candidate should have the following skillsets and aptitudes:
- Motivated to achieve excellence. It also means being willing and able to learn by doing, and to take on board feedback appropriately. You will also need to be proactive about ensuring that work gets completed to a high standard and on time.
- You must believe in our mission and our goals. Knowledge and skills can be learnt over time and the organisation can commit to supporting you in that regard. However, you must be motivated by our mission and goals to want to do so.
- Adaptable and resourceful. You may be asked to go beyond your specific job scope and to find innovative solutions in response to new challenges and opportunities.
- Able to effectively multi-task. You will be managing several concurrent projects with different partners and timelines, whilst still paying close attention to the details.
Work Arrangements and Applicant Profile
CGG adopts a hybrid working arrangement which allows for a mix of in-office work and telecommuting. This role will also involve some overseas travel.
Singapore residents and non-residents are welcome to apply.
About the Chandler Governance Group (CGG)
Headquartered in Singapore, CGG is a privately funded and non-profit organisation founded on the belief that good governments are the foundation of flourishing, prosperous communities and nations. We support governments globally to develop capabilities, doing so through training programmes, governments projects and partnerships, and knowledge creation.
CGG is practitioner-focused and internationally oriented. We are managed by former public service leaders from across the world and draw upon a wealth of practitioner experience and knowledge from our global network of experts. We have worked with governments in countries that span three continents, including Costa Rica, Zambia, Malawi, Kenya, India, the Philippines, Singapore and Vietnam.
Founded in 2019, we are a young (not necessarily in age, but certainly in spirit and attitudes) and mission-driven organisation. We are a small organisation, and we work collectively and collaboratively, without the burden of silos – we do not tolerate the toxicity of office politics. We are an entrepreneurial organisation – we do our best to get things right the first time, but we quickly pivot if we find something does not work.
