Why This Role Matters
We are seeking a Clinical Operations Manager to providestrategic and operational leadership in driving clinical service readiness anddelivery across the Division of Surgery.
This is a senior, high‑impact role at the heart of hospitalreadiness. Working closely with senior clinical leaders, you will lead theplanning, coordination, and execution of complex setup activities ensuringclinical departments and facilities are fully prepared, licensed, andoperational from Day 1. Your work will directly enable safe service delivery,clinician readiness, and an excellent patient experience across surgical andprocedural care settings.
Key Responsibilities
Drive Clinical & Operational Readiness
- Lead and coordinate end‑to‑end operational readiness and licensing activities for key facilities including Day Surgery and Major Operating Theatres, Endoscopy Centre, CSSD, and the Surgical Skills Lab.
- Partner senior clinical leadership and key stakeholders to drive organisation, planning, and project management for new and expanding clinical services.
- Oversee the review and development of workflows, Standard Operating Procedures (SOPs), Work Instructions, and Business Continuity Plans (BCPs) to ensure efficient, safe, and patient‑centred service delivery.
- Lead scenario planning, simulations, drills, table‑top exercises, and full‑dress rehearsals to validate readiness at department and hospital levels.
- Drive the planning and delivery of Day 1 clinical and operational services aligned to approved Levels of Medical Capability (LMCs).
Enable Resource, Equipment & Infrastructure Readiness
- Provide oversight for purchase‑related activities covering medical and non‑medical equipment, including fund management, procurement planning, evaluation, and award processes.
- Lead inventory build‑up and management for equipment, supplies, and consumables, ensuring timely coordination of key deliveries ahead of opening.
- Coordinate setup activities related to facilities, infrastructure, and system readiness across clinical and support services.
Ensure Manpower & Capability Readiness
- Lead manpower readiness planning, including coordination of training, orientation, and operational onboarding activities.
- Work closely with clinical leads to align staffing models and readiness plans with service scope, clinical risk, and projected activity levels.
Leadership, Planning & Governance
- Provide leadership and direction to operations and planning teams supporting facilities and services
- Support divisional annual work planning and budgeting exercises, including preparation of submissions and alignment with clinical priorities.
- Track readiness milestones, identify risks or gaps, and proactively escalate issues to senior leadership.
Stakeholder & External Engagement
- Where required, collaborate with the Ministry of Health (MOH) and other government agencies to support planning, licensing, and regulatory approvals.
- Support WH‑wide initiatives and projects as directed by the supervisor or Director, Clinical Operations.
What You Bring
Qualifications & Experience
- University degree.
- Master’s degree in Public Health, Healthcare Management, or Business Administration is advantageous.
- At least 8–10 years of experience in operations, service planning, or a related leadership role.
- Prior healthcare experience is advantageous but not mandatory.
