Job Summary

Lead bonded warehouse and customs compliance operations while managing import/export logistics, warehouse coordination, and delivery planning to ensure regulatory adherence and efficient supply chain performance.

Responsibilities

• Oversee all bonded warehouse operations including in-bond receiving, storage, documentation, and release of goods to ensure compliance and accuracy.
• Apply for and review customs permits (In-Permit, Out-Permit, ZG Permit, Inter-Gateway transfers) to maintain regulatory compliance.
• Validate HS Codes, duty/GST suspension, product classification, and tariff codes to ensure accurate customs declarations.
• Maintain strict compliance with Singapore Customs regulations through proper filing, recordkeeping, and reporting.
• Manage movement of dutiable goods such as tobacco and liquor, maintaining audit trails per Customs requirements.
• Prepare documentation and respond to queries during periodic customs audits.
• Monitor licence validity, bonded warehouse conditions, and renewal requirements to avoid compliance lapses.
• Conduct bonded stock reconciliation to identify and resolve discrepancies.
• Manage full shipping operations across sea, air, and land transport modes.
• Coordinate with freight forwarders for booking, estimated time of arrivals, customs clearance, and transport arrangements.
• Review import/export documents for compliance and accuracy to prevent shipment delays.
• Track shipments, resolve delays, and communicate status updates to internal teams.
• Investigate shipment discrepancies including short shipments, overlanded cargo, and damaged goods.
• Collaborate with warehouse teams to plan inbound and outbound logistics effectively.
• Ensure accurate scanning, picking, and inventory movement between bonded and non-bonded zones.
• Monitor storage locations, stock accuracy, and cycle count results to maintain inventory integrity.
• Identify and address gaps in receiving, picking, consolidation, and dispatch processes.
• Plan delivery routes and coordinate transport arrangements with service providers to meet delivery timelines.
• Manage delivery timelines for duty-paid release and local distribution to ensure timely customer fulfillment.
• Handle transport claims, proof of delivery issues, returns, and delivery exceptions efficiently.
• Maintain comprehensive and accurate recordkeeping for customs audit trails.
• Prepare weekly and monthly reports on inbound/outbound shipments, bonded stock movement, demurrage/detention, and freight cost comparisons.
• Improve standard operating procedures for bonded operations, customs documentation, and logistics workflows.
• Ensure staff compliance with safety regulations and company policies.
• Lead and supervise shipping, logistics officers, and warehouse team members to achieve operational goals.
• Provide training on bonded procedures, customs documentation, and internal controls to enhance team capabilities.
• Manage team performance and support staff development initiatives.

Preferred competencies and qualifications

• Knowledge of SAP and Warehouse Management Systems (WMS) to support logistics operations.
• Leadership experience managing a team at the manager level.
• Hands-on experience with customs permit declaration platforms such as TradeNet and customs broker systems.
• Strong communication, planning, and problem-solving skills to handle time-sensitive shipments independently.
